William Welte brings with him a unique combination of engineering, legal and executive experience, spanning 40 years in the energy industry. He joined North West Refining after retiring as President and CEO of Motiva Enterprises, a US-based, $35-billion refining and marketing company. Under his leadership, Motiva proposed, designed and began construction of a 325,000 barrels-per-day (bpd) refinery expansion in Port Arthur, Texas. When completed in late 2010, this refinery’s 600,000 bpd capability will make it the largest refinery in the US and one of the largest in the world. Prior to becoming Motiva’s President and CEO, William was the company’s General Counsel, directing its legal and regulatory affairs.
Holding a Bachelor of Science degree in Civil Engineering from the Illinois Institute of Technology and a Juris Doctorate, magna cum laude, from DePaul University, he began his career as an engineer building refineries and petrochemical plants in North America. He then practiced law in Chicago, Illinois, with several companies and also previously served as General Attorney for the Saudi Arabian Oil Company’s (Saudi Aramcos) subsidiary operations in the United States.
